About Troy Mackey

Troy Mackey was born and raised in Long Island City, Queens, and has spent most of his adult life bridging the gap between downstate New York City and upstate Albany. He understands both ends of that distance: how state policy lands on a business in the five boroughs, and how that policy is actually made in the Capitol.

From 2019 to 2026, Troy served as Committee Coordinator in the New York State Assembly, directing legislative and policy strategy through two consecutive committee chairmanships: first Racing and Wagering, then Ways and Means.

His years on Racing and Wagering spanned the state’s historic expansion of mobile sports wagering and downstate commercial casino licensing. He coordinated enactment of amendments to the Racing, Pari-Mutuel Wagering and Breeding Law, including the thoroughbred breeding and development fund extension, off-track pool allocation reform, and tribal casino alcohol regulation.

Before public service, Troy worked in financial services, insurance brokerage, and operations, so he knows how a business runs as well as how a bill moves. He holds an M.B.A. from The College of Saint Rose and a B.A. in Business Administration from Russell Sage College.

Along the way, Troy developed a statewide perspective, from western New York to Suffolk County. In 2026 he founded TCI Strategies to put that perspective to work for institutional stakeholders across New York’s regulated industries.
